Badr-linked PMF Elements Implicated in Militant Attacks

On 29 August, an Iraqi court has sentenced two Badr-linked PMF affiliates to 15 years in prison for their role in a 7 March 2026 attack on the U.S. Embassy in Baghdad.

DEVELOPMENT

The two convicted men, Karrar Hashim Falih and Abbas Sattar Kareem, belong to the PMF's 27th Brigade, a force informally linked to the Badr Organization. Badr is led by Hadi al-Ameri, a member of the governing Coordination Framework.

WHY IT MATTERS

Badr has never claimed participation in "resistance" attacks on embassies, the U.S.-led coalition, or targets abroad. It is unclear whether the attack was ordered through Badr's chain of command, but it points to a degree of convergence between Badr and the Kata'ib Hezbollah (KH)-led "Islamic Resistance in Iraq" (IRI) umbrella.

The ruling also carries political weight. It signals that the Supreme Judicial Council (SJC) is not shielding any Iran-aligned faction from culpability. Convictions of this kind have for some time been reserved for KH, while the government's disarmament probes have focused recently on Harakat al-Nujaba, another key IRI member. Badr-linked PMF brigades may now face closer official scrutiny. The case may also serve networks seeking to pressure al-Ameri, who has recently defended Iran-aligned "resistance" groups and opposed their disarmament.

SO WHAT

The attack and conviction could bring Badr, or al-Ameri personally, closer to a U.S. terrorist designation, a step reportedly under consideration in Washington for some time. Badr currently holds the Transportation Ministry in Prime Minister Ali al-Zaidi's cabinet, and has historically maintained influence there as well as in the Interior Ministry.

U.S. pressure on the Coordination Framework, particularly if a designation is applied, could push toward Badr's exclusion from the cabinet, though that outcome looks unlikely absent such a designation. Domestically, the ruling may prompt other political actors to distance themselves from Badr for fear of being seen in Western capitals as associated with it.
